Guidelines for hosting ISOM in Asian countries other than Japan (Draft)

ISOM Steering Committee (June, 2000)

[General Guidelines]
(A)The period is three years, like 2000 Chitose Japan, 2001 Taiwan, 2002 Hawaii, 2003 Japan, 2004 Korea (t.b.d.), 2005 Hawaii, 2006 Japan...
(B)People who have intention to host such Asian ISOM should submit the proposal document to the ISOM steering committee in advance. They should submit a provisionary list of members of local subsidiary steering committee and local subsidiary program committee.
(C)It is preferable that they should hold a satellite meeting in advance ISOM-Japan year in their country. (For the details, see [Satellite Meeting Matters] bellow.)
(D)In principle, the Asian ISOM is mainly sponsored by JSAP (The Japan Society of Applied Physics), and is not a joint conference with the country's local technical conference.
(E)The timing of the Asian ISOM should be in July, August, September, or October. It should not be close to the related technical conferences, such as ODS, MORIS, IEEE/INTERMAG, APDSC, etc.
(F)The minutes of the local committees should be sent to the ISOM committees, and filed in the ISOM server computer in Japan.

[Program Committee Matters]
(G)The members of the program committee are the same to the ISOM-Japan and ISOM-Hawaii.
(H) The proceedings papers are published by the JJAP Optical Memory Special Issue.
(I)The chair of the local program committee is also the co-chair of the ISOM program committee during the Asian ISOM.
(J)Using the ISOM server computer, the digest papers are electrically submitted, electrically sent to the ISOM program committee members, and reviewed and rated by the ISOM program committee members in April and May.
(K)The flyer, Call for Paper, Advance Program, Technical Digest, Attendant List, Registration List, and PDP Digest are made and sent by the local committees of the hosting country. Those electrical files should be sent and backupped in the ISOM server computer. Mailing address list for the call for paper is sent to the local committees in advance.
(L)The local program committee is recommended to propose the unique tutorial seminars, the unique panel for the night session discussion, and etc.
(M)Usually four or five program committee meetings are held ; scheduling and making fliers, making call for papers, the papers selection and making the program, PDP selection, and the wrap up. The meeting for the paper selection and the program arrangement is the most important. It should be so arranged and held, that the selected paper quality is at the same level so far.

[Financial Matters]
(N)The hosting local steering committee is responsible for all the finance of the Asian ISOM. The ISOM steering committee will not compensate for the deficit, if any.
(O)The hosting local steering committee and the ISOM steering committee make an contract and the document that the hosting local steering committee will pay to the ISOM steering committee for some parts of expenses of maintaining the ISOM server computer, publishing ISOM special issue of JJAP (about 1.4 M yen), ISOM secretariat fee (about 1.5 M yen), etc.
(P)After the conference, the financial report should be sent to and filed in the ISOM server computer.

[Satellite Meeting Matters]
(Q)The ISOM steering committee will approve one or two satellite meetings of the ISOM. People who have intention to host a satellite meeting should submit the proposal to the ISOM steering committee in advance.
(R)The satellite meeting should be run independently to the ISOM. It should be noted that the ISOM committees assume no financial responsibility for the satellite meeting.
(S)The timing of the satellite meeting should be later than the ISOM.
(T)The official language is English.
(U)The authors who will have, by themselves, presented papers at the satellite meeting are allowed to submit their original papers to the JJAP (Japan Journal of Applied Physics) special issue for the ISOM. Submitted papers will be referred based on the JJAP standard. The authors who submit their paper must pay the JJAP the publication charge. The manuscripts for invited and regular papers of the satellite meeting are received as Regular Papers. But the manuscripts for post-deadline papers are received as Short Notes Papers and should be limited to 2 printed pages. The deadline for submission of manuscripts is the same as that of the ISOM. The satellite committee is requested to send the list of the papers to the ISOM steering committee as soon as possible after the selection of papers for the satellite meeting. The ISOM steering committee will send the author's kits including the application form for submission to the JJAP.
